Hugo is a Panamanian lawyer, dedicated and passionate about education, youth leadership, sustainable development and citizen participation. He is the founder and first president of Jovenes Unidos por el Dialogo (United Youth for Dialogue) (JUD), an NGO that promotes debates (MUN, OAS, National Assembly, Classic debate models), organizes forums and conferences for the development of public speaking and argument techniques. With JUD he also was the founder and president of the National Debate Students Council, which main objective was the creation of debate teams in public schools in Panama for the first time in history. He served as member of the Board of Directors of the AIESEC USMA chamber in Panama, acting as Vice-President of Talent Management and Vice-President of the Students Law Association of USMA and is currently the President of the Graduate Lawyers at Tulane U. Association.
He co-authored the book: “Los 14 mitos de la pobreza” (“The 14 myths of poverty”) 2011, targeted to high school students, introducing them to public policy reforms and has written several articles about, law, education, politics and citizen participation. ´
He received the National Award for Youth Leadership and Innovation, the National Leader of the year award by the Panama Council of University Principals.
Hugo has been awarded to be Panama representative to the One Young World Summit in South Africa and recognized as an Outstanding Young Person by Junior Chamber International (JCI).
