Building Momentum Around Digital Rights in Libya

#Problem Statement The project aims to address the lack of comprehensive and enforced policies and laws related to digital rights, cybersecurity, cybercrime, and privacy in Libya.

#Target Group


  • Government: Policymakers, legislators, and agencies responsible for digital rights.

  • Private Sector: ISPs, mobile operators, and technology companies.

  • Civil Society Organizations: NGOs, human rights organizations, and other advocacy groups.

  • General Public: Citizens affected by digital rights and cybersecurity policies.

#Proposed Solution The project proposes to create a multi-stakeholder collaboration that includes governmental, private, and civil society actors to draft new policies and laws related to digital rights and cybersecurity in Libya. It also aims to build public awareness and advocacy at various levels to ensure the adoption and enforcement of these new policies.

  • Supporting the main Organization which is implementing the project.

  • Mapping current actors and legislation.

  • Analyzing gaps and weaknesses in existing policies.

  • Creating multi-stakeholder working groups.

  • Conducting workshops and community consultations.

  • Launching an advocacy campaign on different levels.

#Short and Long-term Goals

Short-term: Identify and understand current policy gaps, engage key stakeholders, draft new policies, and build public awareness.

Long-term: Successfully implement new policies and laws, increase public understanding of digital rights, improve cybersecurity in Libya, and establish ongoing multi-stakeholder collaboration.
