Cashless Acceleration Program

Rwanda has set a vision to increase the value of payment transactions done electronically to 80% and to reach 100% of adults financially included both by 2024.  Accelerating the digitalisation of the economy in Rwanda will unlock significant, long-lasting efficiencies and productivity, driving forward the vision of middle-income status by 2030. A significant amount of data is collected in Rwanda but is not currently optimised for decision-making. The Cashless acceleration programme will enable data-driven decision-making through a three-pronged approach:


1. Making data and trend analysis easily accessible;


2. Supporting the application of data to policy actions;


3. Accompanying public sector staff to utilise data-driven approaches on the job through targeted upskilling, and 


4. Focus on data for innovation to catalyse digital solutions in Rwanda. 


This programme will enable a significant and sustained transition, supporting both public-policy interventions and private-sector innovation to drive digitalisation. The resulting data-driven policy will impact most Rwandans since the suggested programme sectors are: agriculture, retail trade, tourism and education. Digitalisation of payments in these sectors will not only drive efficiencies for households and government services and spur innovative business models but also attain the financial inclusion.
