Clima à Pampa

Problem Statement

The problem we want to solve is the lack of local action to deal with climate change and its effects in Porto Alegre, such as floods and heavy rains. That's why we'll be working with the municipal legislature during and after the 2024 municipal elections, which will take place in October.


Target Group

Candidates for Porto Alegre city council and, after the 2024 municipal elections, elected candidates who have signed the environmental letter of commitment that we are producing.


Proposed Solution

Our proposed solution is to write an environmental letter of commitment for city council candidates in Porto Alegre to sign, pledging to take action to protect the environment and combat climate change.


In addition, we will contact all the candidates during the elections and make publicly available each candidate's response to our letter, which can be used as a parameter for voters to know who is committed to fighting climate change or not.


Finally, the candidates who sign the letter of commitment will also commit to taking part in training and awareness-raising sessions developed by our project, which will take place in 2025, after the municipal elections, on the city's environmental problems and the actions to combat them, especially those affecting the outskirts of the city and its vulnerable groups.


Hub Activities


  • Contact partner institutions to support the project

  • Write the letter of commitment with the city's environmental demands represented by all the partner institutions

  • Design and carry out the training sessions to be held after the elections with the elected councilors who signed the letter of commitment

  • Contact and seek the signatures of city council candidates during the 2024 municipal elections in Porto Alegre

  • Publicize the existence and importance of the letter of commitment in the media and on social networks.


Project Short and Long-Term Goals

Short term:


  • Municipal declaration of climate emergency

  • Replication of good practices from other cities that we will present during the training and awareness-raising sessions after the elections

  • Training for Porto Alegre councilors on climate change, the environment and local mitigation actions.

Long term:


  • Replication of the Clima à Pampa project to other Global Shapers hubs in the Pampa biome

  • Better infrastructure in the outskirts of Porto Alegre to deal with extreme weather events

  • Approval of local laws relevant to the fight against climate change.


Available Metrics


  • Number of Porto Alegre institutions working on climate change and sustainable development that support the project

  • Number of signatures on the letter of commitment by candidates for city council

  • Presence of elected councilors (and/or their advisors) at the training sessions we will hold after the elections

  • Votes in favor of environmental agendas by city councilors during their terms in office (2025-2028) who signed the letter of commitment and attended the training sessions.


Collaborators

Youth Action Hub Porto Alegre (supported by UNCTAD). We are currently inviting other institutions in Porto Alegre that work with climate change and sustainable development to join the project.
