Juventud Expresión Urbana

Problem Statement

According to the article “Youth violence in Mexico” published by the World Bank in June 2012, over the last decade, young Mexicans have accounted for more than 38% of homicide victims in the country.


According to the World Bank data, young people have not only been the victims, but also in most of the cases the aggressors. In 2010 more than half of the crimes were committed by young people. This article also points out that when there is no access to quality education and when opportunities to get involved in productive actions are limited, young people become easily trapped in a cycle of violence that continues into adult life. Flavia Carbonari, a specialist in citizen security who collaborates with the World Bank as a researcher, affirms there is a need to generate a comprehensive policy towards young people. The question then is, how can we develop a policy and specifically comprehensive programs that address this problem?. In the article “The relationship between theft and unemployment of young men in Mexico, 2005-2017”, the UNAM researchers Eduardo Loria and Emmanuel Salas affirm that these policies should not only be focused on fighting crime efficiently, but also address the socioeconomic background of this population.

Young people from 18 to 29 years old from the central and northern regions of Jalisco


Proposed Solution

Through the project "Juventud, Expresión Urbana", the Guadalajara Hub aimed to develop a strategy through 4 fundamental elements that interact in violence prevention through: 



  1. Promoting human rights and peace culture. 

  2. Teamwork and Soft skills training.

  3. Certification in the standard EC0513: Learn to undertake in the work by the National Council for Standardization and Certification of Labor Competencies , CONOCER (by its Spanish acronym) with recognition from the federal government.

  4. Cooperation strategy between government and civil society to create interventions in public spaces

Hub Activities

The Guadalajara Hub has been involved in the following activities:


A. Selection of 50 young people between 18 and 29 years old from the central and northern regions of Jalisco.

B. 20 hours of training in: Human Rights with a gender perspective, Peace culture, Leadership through civic participation, Teamwork and development of projects for the community.

C. 10 hours of preparation for the certification of the standard of competence EC0513 Learning to undertake in the work centers of CONOCER (National Council for Standardization and Certification of Labor Skills) with recognition from the Federal Government.

D. 50 evaluations and certification processes in the competence standard EC0513, Learning to undertake in the work centers before CONOCER (National Council for Standardization and Certification of Labor Competencies) with recognition from the Federal Government.

E. Development of 5 citizen participative projects (1 project developed in 5 teams of 10 young people) with a focus on violence prevention and appropriation of public space.
