Support to the Encampment Support Network

The Encampment Support Network (ESN) is an ad-hoc, volunteer-run network supporting people living in encampment in 6 locations throughout Toronto. The ESN was created because shelters are packed and have had COVID outbreaks. Individuals in ESNs have been staying outside in tents to avoid COVID. 


Through this project, the hub is looking to work with the city of Toronto to:


  • Provide people living in encampments with access to showers, bathrooms, community fridges to meet basic necessities

  • Provide $1 million to community agencies to distribute survival supplies and fire safety equipment

  • Support all structures on encampment including tiny shelters by working with the respective social organizers so they are in compliance of city regulations and building codes

  • Put an immediate moratorium on encampments and repeal the by-laws that make it illegal to camp

  • Open 2,000 more shelter hotel rooms with harm reduction sites, with 50% located in the downtown core


To achieve the above, the project team will be reach out to all City Councillors. The team will also write an op-ed to raise awareness about the dire situation and the need for urgent action.
