ASEAN Digital Literacy Program

Background:

The ASEAN Digital Literacy Program was initiated by the Global Shaper Jakarta Hub and GenDigital Academy in Indonesia. The Global Shapers Phnom Penh Hub recognizes the increasing importance of digital technologies in Cambodia's economy. Despite a high internet penetration rate, there is a pressing need to enhance the digital literacy skills of the Cambodian population, especially young people. The Phnom Penh Hub therefore organized and implemented the program in Cambodia.


Proposed Solution:

The program offers a four-week physical digital literacy training course to Cambodian secondary students such as Digital Literacy & Etiquette, Digital Security & Safety, Coding with Scratch, and ID Creation with Canva. The ALP is designed to be accessible to all Cambodian students, regardless of their background or socioeconomic status. The program is offered free of charge, and all materials are provided.


Project Goals:


  • To increase the number of underprivileged Cambodian secondary students who have never received formal digital literacy training to receive formal digital literacy training (0 -> 50 students receive formal digital literacy training per batch)

  • To promote computational thinking and creativity for underprivileged Cambodian secondary students in creating and editing digital content, utilising Scratch and Canva, to express oneself through digital means

  • To increase awareness in navigating the digital environment for underprivileged Cambodian secondary students such as the behavioural norms of digital interaction, filtering out irrelevant and unreliable information, and protecting personal data and privacy.


Hub Activities:

The hub has taken a proactive approach by partnering with key organizations, including Circular Digital Lab Cambodia and GenDigital Academy, and Panhasas International School to implement the program. The breakdown of each stakeholder contributions is:


Global Shaper Phnom Penh Hub (GSPP):


  • Identify the community of students to receive the training.

  • Seek collaborate with important stakeholder (Panhasas International School)

  • Create a project timeline and implementation plan.

  • Establish communication channels with relevant stakeholders (e.g., students’ parents and school staff).

  • Develop a budget for the project based on the agreed timeline and plans.

  • Seek sponsorship and/or funding as necessary for project implementation.

  • Prepare and arrange logistics for training sessions, including finding venues (ensuring 1 student per device), equipment, etc.

  • Provide mentors and trainers for direct training and facilitation with the target student community.

  • Design media publications about the project for Facebook and Instagram, including Reels, Stories, and Feeds, tagging GenD and CD-Lab.


GenDigital Academy (GenD):


  • Provide training sessions for Cambodian mentors/trainers.

  • Develop teaching materials tailored to the selected community of students in Cambodia.


Circular Digital Lab Cambodia (CD-Lab):


  • Provide mentors and trainers for direct training and facilitation with the target student community.

  • Collaborate with GSPP to translate course materials provided by GenD and adjust them to the local community's needs.

  • Develop project evaluation guidelines and tools for impact assessment.


Panhasas International School


  • Provide space and facilities for the training sessions conducted by Global Shaper Phnom Penh Hub, and Circular Digital Lab Cambodia.

  • Collaborate with the organizing entities to ensure that the training environment is conducive to learning.

  • Act as a liaison between the project organizers and students' parents, keeping them informed about the program and its objectives.


In this collaborative effort, each partner is committed to a comprehensive approach for the success of the ASEAN Digital Literacy Program. Each partner contributes unique expertise, aligning around the collective goal of empowering Cambodian students with essential digital skills.
