Electoral Literacy Against Abstentionism

Problem Statement

Abstentionism in local, state and federal elections are on the rise in Baja California (70% according to the National Electoral Institute). In other words, 7 out of 10 voters in Baja California didn’t vote in the state elections due to a lack of interest in political affairs,

Proposed Solution

Through this project, the Global Shapers Tijuana Hub proposed to change the storytelling and educate skeptical voters to reduce by 1% the rate of abstentionism in the 2021 state elections. 


The proposed solution is to educate 100 skeptical voters with basic information about citizenship participation, the role of certain positions in government and the importance of their votes to decide the course of the political agenda in Baja California.


Hub Activities

The milestones of the project are the following:

Phase 1: Diagnosis (Find 100 skeptical voters that did not vote in the 2018 state elections, and find out the reasons behind their skepticism)

Phase 2: Educate the 100 skeptical voter with basic information around elections. Train voters in basic aspects of public affairs (the role of a deputy, a senator, a governor and a mayor; how to see the proposal of each candidate; how to organize discussions and roundtables to discuss the importance of participating in elections and how to address a political candidate)

Phase 3: Run a survey with the trained people to see if they are willing to participate in the next year’s elections and how conscious will be their vote


Short & Long-Term Goals/Results

Change the mind of 100 non-voters and encourage them to vote in the next state elections)

Contribute to reduce in 1% the abstentionism rate in Baja California
