Problem Statement

Angola is currently experiencing major political, economic, legal, and social transformations, as the current government has set out to combat the major social problems facing the country: Extreme poverty, juvenile delinquency, unemployment, literal and functional illiteracy. The report on child poverty in Angola, called "The Child in Angola - A Multidimensional Analysis of Child Poverty", was presented by the National Statistics Institute (INE) to members of the Angolan government, members of the National Assembly, United Nations agencies, the European Union, the diplomatic corps, civil society, and journalists. The study, which was based on the Multiple Overlapping Deprivation Analysis (MODA) methodology developed by the United Nations Children's Fund (UNICEF), indicates that most Angolan children suffer from some form of deprivation, with around 73% suffering from more than three deprivations. The situation is most worrying in rural areas and the 0-5 age group, as well as the 12-17 age group, where the deprivation rate is over 80%.


The lack of a system of integrated social action services at the local level is a major challenge for child protection. Despite efforts and progress, social assistance in Angola remains fragile for millions of children. Social action services are still small-scale, underfunded, and with limited coordination with other sectors. Developed mainly in Luanda and some provincial capitals, this type of service is almost non-existent in rural areas. Camilo Ceita, former Director General of INE, highlighted the relevance of the study because it allows the actions of the different ministerial departments to be guided in the implementation of public policies to improve the well-being of children. "If we fail to minimize poverty among children, this can be a limiting factor for their development and consequently prolong poverty into adulthood," he said. "UNICEF Angola/2018/Marco Prates". We, therefore, believe it is necessary for the Global Shapers Community Luanda Hub to give them greater priority, developing initiatives that promote basic social protection for children in situations of social vulnerability due to poverty, deprivation, and weakened relational bonds of social belonging, as well as for all those who suffer from gender, ethnic, age or disability discrimination. And sustainable initiatives that prevent situations of risk through the development of potential and acquisitions, also aim to strengthen family and community ties.


Proposed Solution

RADAR PIÔ is a non-profit initiative of the Global Shapers Community - Luanda Hub founded by Óscar António and Bamba Ambrósio Diakanda, and it aims to achieve Sustainable Development Goals 4 and 1 by identifying children who have needs and dreams as well as people who are interested and capable of making those dreams come true or meeting those needs, thus creating an Angola where every child has the opportunity to dream freely and with:


  • Safety, so that the world welcomes them and supports them in realizing their life project;

  • Inclusive, equitable, and quality education, embracing lifelong learning opportunities;

  • Interest in Science, Technology, Engineering, Art, and Mathematics, fostering digital inclusion in rural communities.


Hub Activities & Short and Long-term Goals

Every year, we hope to:


  • Impact around 300 children,

  • Hold three (3) editions of science and technology fairs,

  • Six (6) lectures and bootcamps in the community,

  • Six (6) Community Libraries

  • Monthly Visits to an institution, training center, or a public/private company

  • Bi-monthly or Quarterly Meet The Leader Session
